ブラックボックスとされる政策活動費を温存し、企業・団体献金の見直しもしないまま、6日に衆院を通過した自民党の政治資金規正法改正案。第三者機関の設置や領収書公開の在り方など検討課題としてうやむやにされた項目も多く、野党が衆院本会議の討論で次々に「欠陥」を追及した。
◆献金禁止にはゼロ回答のまま
「野党がそろって禁止を求めたにもかかわらず、全くのゼロ回答だった」。6日の衆院本会議場。立憲民主党の西村智奈美氏は採決に先立つ討論で、自民案に企業・団体献金の見直しが全く入らなかったことを批判した。
◆領収書の「黒塗り」公開も否定しなかった
不透明な政策活動費の使途公開についても、国民民主党の田中健氏は「ザル法のまま」とばっさり。付則に「10年後の領収書の公開」や「支出上限額の設定」が盛り込まれたものの、詳細は「早期に検討し結論を得る」と先送りされ、いつからどの程度まで公開されるかが分からないためだ。

衆院審議では領収書が黒塗りで公開される可能性のほか、政治資金規正法や所得税法違反の時効は5年のため、10年後に不正が分かっても罪に問えない恐れも追及されたが、自民はまともに答弁しないまま。政策活動費の使途などをチェックする第三者機関も設置時期や権限が未確定で「本当に導入されるかすらも分からない」（西村氏）という状況だ。
曖昧な検討項目ばかりが並ぶ法案になったのは、大幅な改正に後ろ向きな自民の主張を維持したまま、透明性向上を求める公明や維新の要求を無理やり取り込んだ妥協の産物だからだ。
◆賛成取り付けへ「盛っただけ」
自民は、政策活動費の使途公開や政治資金パーティー券の公開基準引き下げなどは「今回の事案と直接関係ない」と否定的な対応を続けてきた。4月末の衆院3補選で全敗し、ようやく一定の見直しに重い腰を上げたが、抜本改革に及び腰の姿勢は変わらなかった。
第三者機関の設置は公明が要求し、党首会談で合意したが、法案の付則に入れただけ。政策活動費の「領収書の10年後公開」も、維新の賛成を取り付けるために同じく付則に盛り込んだが、いずれも実効性のある形で実現するかどうかはっきりしない。法案が生煮えなのに、短時間の審議で衆院を通過させたことに関し、ある自民議員は「今回は中身が悪いから、さっさと通した方がいい」と自嘲気味に語った。
